Partnership Agreement and Operational Launch of the Altaafi Sohar Center
The signing of the partnership agreement between the Ministry of Health and Al Salwa Healthcare services in February 2025 to operate the Al taafi Sohar Center represents a strategic achievement reflecting the activation of the public-private partnership model in addiction treatment and rehabilitation services. The center became fully operational in December 2025 in accordance with a clear implementation plan. The center currently includes 30 beds dedicated to rehabilitation and behavioral therapy services, in addition to 25 beds allocated for detoxification services, providing integrated operational capacity for specialized therapeutic care. The services provided include detoxification, psychological, behavioral, and rehabilitation treatment programs, as well as follow-up, reintegration, and social integration plans, within an integrated treatment system that contributes to improving quality of life and reducing the health and social burdens associated with addiction in the Sultanate of Oman.
Healthcare Sector Investment Guide
The Investment Enablement Department developed the Healthcare Investor Guide as a comprehensive reference for investors, highlighting the Sultanate of Oman’s strengths as a promising investment destination in the regional healthcare sector. The guide presents the regulatory environment, investment incentives, infrastructure, and competitive advantages, in addition to clarifying the relevant entities within and outside the Ministry, reflecting role clarity and procedural efficiency. The guide covers three main tracks: the medical industries sector, the healthcare services sector, and the health technologies and solutions sector. For each track, it provides an analytical overview of available opportunities, regulatory procedures, possible partnership models, and licensing and operational requirements. For investors, the guide serves as a practical tool that reduces the information gap and offers a comprehensive view of the Omani healthcare market, enhancing investment visibility and saving time and effort in understanding the regulatory and institutional environment. It also contributes to increasing transparency, reducing risks associated with unclear procedures, and enabling investors to make decisions based on accurate and integrated information, thereby strengthening the attractiveness of the healthcare sector and encouraging investments toward high-value and sustainable-impact areas.
Medical Industry Survey
A national team was formed including representatives from the Investment Enablement Department, the Drug Safety Center, and the Directorate General of Medical Supply, in addition to the National Program for Private Sector Development and Foreign Trade (Nazdaher) and Invest in Oman Lounge, to implement a comprehensive industrial survey of pharmaceutical factories and medical-supplies manufacturers operating in the Sultanate of Oman, in direct coordination with the National Center for Statistics and Information. The team’s responsibilities included conducting field visits to factories and collecting detailed data according to the statistical forms approved by the National Center for Statistics and Information. This covered information related to investment size, production capacity, operational capabilities, supply chains, and workforce. All existing medical factories in the Sultanate were officially contacted and their data formally received to ensure the completeness and accuracy of the survey results. Subsequently, the Investment Enablement Department carried out a preliminary analysis of the data to extract initial indicators on the status and trends of the medical industry. The data was then sent to the National Center for Statistics and Information to complete advanced statistical analysis and produce official indicators related to the contribution of the medical industries sector to the Gross Domestic Product (GDP), reflecting the sector’s true scale and its role in the national economy.
Interactive Dashboard for the Medical Industries Sector
The project to develop an interactive dashboard for the medical industries sector serves as a digital tool supporting investor enablement and enhancing the readiness of the investment environment in the Sultanate of Oman. The project represents a practical step toward improving transparency and ease of access to information, allowing investors to clearly and systematically compare different zones and select the most suitable location based on their business activity and investment size. The dashboard was designed with the objective of creating a unified and simplified digital reference that provides investors with all essential information needed to make informed investment decisions within a single integrated platform. It reflects a shift toward the practical and systematic use of data, helping streamline the investor journey and reducing the time and effort required to gather information from multiple sources. The dashboard presents detailed data on industrial, economic, and free zones, including geographic location, total and available areas allocated for the medical industrial sector, strategic advantages related to proximity to ports, airports, and international borders, as well as minimum leasing areas, land and office fees, registration fees, and the costs of basic utilities such as water, electricity, and gas. It also includes indicators on the number of existing medical factories in each zone and available investment incentives such as tax and customs exemptions, foreign ownership percentages, and usufruct contract durations.

In cooperation with the specialized directorates of the Ministry of Health—primarily the Drug Safety Center, the Directorate General of Medical Supply, and the Directorate General of Private Health Institutions—the Investment Enablement Department is working to activate the healthcare investment map and transform it into a practical analytical framework based on accurate and updated data reflecting the healthcare sector’s actual conditions and needs. This is achieved by aligning regulatory and supervisory priorities with investment directions to ensure investments are directed toward the highest-impact areas. In this context, a comprehensive analysis of the current healthcare sector is being conducted to identify real needs and determine strategic priorities, particularly in strengthening pharmaceutical security and localizing the manufacturing of medicines, medical supplies, and medical devices, as well as specialized healthcare services and advanced medical technologies. This approach is based on a precise assessment of existing gaps, demand volume, and levels of import dependency, supporting investment decisions founded on clear scientific grounds. The department also seeks to build an integrated investment database combining supply-and-demand indicators, gap analysis, and infrastructure requirements, enabling the formulation of specific and implementable investment opportunities. These extracted opportunities will be coordinated directly with Invest in Oman Lounge, as the entity responsible for structuring, developing, and presenting investment opportunities to serious investors, ensuring role integration and accelerating the conversion of initiatives into on-ground projects.
Establishing a Specialized Statistical Accounts System to Measure Investments in the Healthcare Sector
The Investment Enablement Department, in cooperation with the National Center for Statistics and Information, plans to launch the Health Satellite Account as a national specialized framework to measure and monitor investments across all healthcare sector activities, including healthcare manufacturing and private healthcare establishments. The system aims to provide a precise and integrated statistical base enabling the Ministry to quantify actual investment values in the healthcare sector, measure its contribution to Gross Domestic Product (GDP), and track its development annually in a systematic manner, thereby enhancing planning efficiency, supporting evidence-based policymaking, and assessing the impact of investment initiatives and programs on the healthcare system and national economy. For investors, the system will serve as an official and transparent reference that provides visibility into the size of the healthcare market, its trends, and growth indicators. It will improve clarity regarding current and future investment opportunities, reduce risks associated with lack of data, and support informed investment decisions based on approved economic indicators.
