H.E Dr. Hilal bin Ali bin Hilal Alsabti
Dr. Hilal bin Ali bin Hilal Al Sabti was born in Fanja, Wilayat Bidbid in the Aldakhlya Region on Friday, October 27, 1972. He attended primary, preparatory, and secondary school at Al-Khaleel bin Abdullah Secondary School for Boys from 1978 until 1989. Afterward, he joined Sultan Qaboos University, where he obtained a Bachelor's degree in Health Sciences in 1993.
He continued his studies at the same university and earned a Doctor of Medicine (MD) degree in 1996. Seeking further knowledge and expertise, he enrolled in the cardiac surgery program, spending six years at McGill University in Canada and obtaining a fellowship from the Royal College of Physicians and Surgeons of Canada. Additionally, he earned a Master's degree in research surgery while working. To enhance his knowledge in cardiac surgery, he joined the University Hospital Hamburg in Germany to study minimally invasive cardiac surgery.
Dr. Hilal Al Sabti served as the head of the Cardiac and Chest Surgery Unit at Sultan Qaboos University Hospital, a Senior Consultant in Cardiac Surgery at the Royal Hospital, and Deputy Director-General for Medical Affairs at the University Hospital. He also held the position of Chief Executive Officer of the Omani Council for Medical Specialties.

- His Excellency Dr. Hilal bin Ali Alsabti, Minister of Health, received the Leadership Doctor Award from the International Accreditation Council for Higher Medical Education in the United States of America for his achievements in improving and developing advanced medical education and quality of health care in the Sultanate of Oman and his active role in advancing medical education, employing methods of education, innovation and scientific research, and raising the quality of programs provided through the international accreditation of higher medical education during his tenure as Chairman of the Omani Board for Medical Specialization.
