As it is known, His Majesty the late Sultan Qaboos bin Said –May he rest in peace- gave a considerable attention to human resources development , where he said in one of his speeches: "Training and rehabilitating youth to aptly take their places in different working fields is of great importance, and is a national duty of every Omani citizen. Without training and rehabilitation, continues refining of valuable skills and development of useful experiences; education by itself will not meet all our fundamental requirements then …" The perspective of the late Sultan in human resources development was achieved through attaining the first level in Accelerated Human Resources Development 2010 (UN Report 2010). This achievement obliges us a great responsibility to continue on this approach, which was also notified by His Majesty Sultan Haitham in his first speech where he stressed to continue on the same approach set by the late Sultan and glorify the development process. From the supreme vision set by his Majesty, we realize the great importance of training and rehabilitation and its beneficial impact on developing and increasing individual productivity, and in enhancing the quality of health services. The lead taken by human resources might be due to being the key determinant of the success, progress, and development of societies in general and health services in particular; given that humans are the focal point of development efforts, and hence such efforts must flow into this direction to be on top of the list of priorities. Therefore, we have sought to set integrated development plans and strategies to support our national cadres so that they are capable of competing and keeping pace with the future, and to achieve the desired level of flexibility that allows us to be in line with the pace of change and development in health services. We will not reach there, except through deep study and practical analysis of all new strategies and leading international applications in human resources development in order to select the best practices and the most appropriate to our needs and Omani environment, to carefully and credibly build our human resources capacities so that they can prove their competencies and optimize their potentials positively and efficiently. It is of great importance that we all recognize that training and development aim in the first place to enhance the strengths of staff and then to acquire new knowledge, and to increase education and awareness through the acquired knowledge and updating and developing it to keep up with the practical development and be creative in it. Training and development play a big role in both practical and social aspects of the staff life. Gaining new knowledge and updating information refines personality, promotes self-esteem, and enhance experiences. Training and development also play a role inside the institution through applying knowledge and making proposals for improvement, which is an incentive for various ideas and greater productivity. The process of training and rehabilitation will not achieve tangible results unless there is a consensus between the institution, staff, and the training centers. The institutions are required to conduct needs analysis to bridge the gaps and to determine the desired and expected outcomes, which is known as the cost-benefit of training. They also have to ensure the quality and competency of trainers and training centers to obtain the desired outcomes. In this sense, we have tried our best to provide -through this page- all needed information, aids, and guidelines for the staff to accomplish their ambition through scholarships or continues professional development.
