Primary Health Care (PHC) is considered as the first and essential entrance to all other health care levels (secondary and tertiary). It acts as a link between the community and service provider, and reflects the development of the health system. It is well known that the optimal use of resources starts at PHC level, which reduces the load over higher health care levels. Moreover, PHC serves the needs of the majority of the population through the equal distribution of health care services in order to reach the best possible benefit with low cost

To lead and develop health services and programs in the areas of primary and specialized healthcare through effective planning, the development of policies and guidelines, oversight of implementation, and the promotion of quality, innovation, and partnerships, ensuring the delivery of integrated, safe, and beneficiary-centered healthcare services that contribute to achieving the objectives of Oman Vision 2040.
