MOH Information Policy

The Ministry of Health (MOH) is one of the first ministries of the government of the Sultanate of Oman since the dawn of the Renaissance. It has received crucial care and attention from His Majesty Sultan Qaboos, may God rest his soul. The attention has continued in the renewed Renaissance of His Majesty Sultan Haitham Bin Tareq, God bless him. The Ministry believes in providing primary healthcare to both citizens and residents and considers it to be its crucial role. Therefore, the Ministry involves the service recipient with its projects, services, and aspirations through governed professional channels. This helps the Ministry's ambassadors to deliver reliable and correct information. The MOH also keeps in mind the importance of other opinions and constructive criticism. It aims to achieve two basic targets: firstly, raising public awareness of the health system, and secondly, promoting community partnership and mutual trust between the Ministry and the community.
Definitions

In implementing the provisions of this Information Policy, the following words and phrases shall have the meaning indicated next to each one unless the context requires another meaning.

  • The Ministry: Ministry of Health

  • The Minister: Minister of Health.

  • The Department: Department of Communication and Media

  • Integrity: The information policy of the Ministry aligns with the public media policy of the Sultanate of Oman (61849), under the applicable regulations and laws enacted by the Ministry of Information and the other concerned authorities.

  • Privacy: The information policy of the Ministry prioritizes the specificity of the health media, the way of presenting information in various media, taking into account the patient’s secrets, and the state’s strategic plans in the health field, which should not be declared.

  • Interactivity: The information policy of the Ministry is based on interacting with various health issues raised locally and internationally, by prompt response whenever required.

  • Transparency and credibility: The information policy of the Ministry focuses on providing transparent and credible media materials based on approved and reliable sources, thereby enhancing the community’s trust in the Ministry’s roles.

  • Accessibility: The information policy of the Ministry familiarizes the public with the Ministry’s efforts and roles by making them accessible via the E-portal and different media outlets.

  • Priority of source & time: The information policy of the Department takes into consideration the priority of the source and the media material provided for the public, considering the suitable time for publication.

  • Freedom of opinion: Providing a free space for the expression of public opinion and constructive criticism. This should not hinder the efforts of the Ministry but rather strike a balance between its efforts and the public's visions and proposals in order to achieve the joint target of providing high-quality health service.

Generic Terms of Reference of the Department of Communication and Media

  • Preparing and implementing annual media plans for Ministry’s activities and programs, and sharing them with the concerned authorities.

  • Providing comprehensive media vision in accordance with the requirements of the Ministry.

  • Managing elements and components of the Ministry’s visual identity.

  • Work on preparing, designing and implementing media content according to the media plan, including design, photos, video clips, graphics, publications, etc.

  • Drafting and editing the textual content of statements, publications, and other media materials, in addition to the required linguistic proofreading of the Arabic text and media translation.

  • Managing media content on the Ministry’s e-portal and social media platforms.

  • Developing audio-visual and written media material of the Ministry, and coordinating about it with relevant authorities.

  • Organizing media events carried out by the Ministry in coordination with the relevant divisions.

  • Coordinating with the concerned authorities for media coverage of the Ministry’s conferences, meetings, and events, in addition to coordinating for the interviews, press and media activities that media establishments wish to conduct.

  • Preparing and implementing media and marketing campaigns according to annual plans and programs in coordination with the concerned authorities.

  • Work to monitor and follow up on everything published about the Ministry’s services in all media and websites and prepare appropriate responses, if necessary in coordination with the relevant divisions of the Ministry.

  • Strengthening and promoting the Ministry’s relationship with the various mass media. The department undertakes arrangements for networking and strengthening professional media relations inside and outside the Sultanate of Oman as a bridge of communication between the Ministry and the various media outlets.

  • Communicating and strengthening the relationship with writers, journalists, and media institutions on the topics they raise in order to clarify the facts and provide them with information that serves the ministry’s orientation and goals.

  • Liaising with relevant institutions regarding joint issues and topics to ensure that the government media messages are unified in accordance with the official procedures in force in this regard.

  • Highlighting the role of media and ensure its readiness in managing crises in which the Ministry is involved, in coordination with other divisions in the Ministry.

  • Activating and managing internal communication activities to enhance employees’ institutional loyalty.

  • Publishing various types of announcements for the Ministry.

  • Subscribing in and distributing local newspapers.

  • Any other tasks assigned to the department within the scope of competence.

Determinants of Work of the Department of Communication and Media

  • The Department is directly affiliated with the highest authority in the Ministry to achieve the required effectiveness in performance and appropriate decision-making. It works to manage and implement the information policy in the Ministry under the direct supervision of the Minister.

  • The Department must be formally addressed by the organizing bodies with requests for media coverage of events, and everyone must respect its decisions regarding coverage. Coordination must also be made between the department and the Contact Center of the Patient and Client Service Department in everything that might fall within the department’s work that is consistent with this information policy.

  • The Department issues permits approving the issuance of all media publications and bulletins on behalf of the Ministry in coordination with those concerned in the Ministry of Information and relevant authorities.

  • This excludes brochures, booklets, and bulletins of an educational nature, for which the relevant organizational sections of the directorates and governorates is referred.

  • The Department is responsible for covering all the Ministry’s events and activities and publishing official statements and data to all local and external media in coordination with other competent authorities.

  • Within the framework of decentralization, the public relations and patient services departments of Governorates’ Directorates General of Health Services and their affiliated institutions, and hospitals with the level of directorate are responsible for covering regular activities in each Governorate individually in coordination with this Department while contributing in covering important events of media activity attended by the Minister or Undersecretaries.

  • The Department is responsible for preparing statements and press releases on behalf of the ministry and coordinating with the concerned bodies to make statements on topics and issues addressed by society. The department has the authority to cover the event or not based on the professional standards by which it operates.

  • The Department is responsible for editing and reviewing the news material published in various media platforms using the means it deems appropriate, without having to refer to the organizing body, provided that it takes into account referring to specialists for media statements of a technical nature.

  • The Directorates General and health institutions must coordinate with the department when they achieve pioneering achievements, or adopt projects and programs of a national nature in order to ensure appropriate media coverage.

  • When various units in the Ministry prepare circulars related to service providers and recipients that would change an existing system, the department must be coordinated with to review the circular and prepare a media plan to deal with its content.

  • The Department supervises the establishment, management, and follow-up the work on the Ministry’s social media accounts, networks, websites, and applications. No Ministry employee is entitled to perform any of the above without permission from the competent authority in the Ministry.

Media Appearance of MOH Employees

  • In all cases, employees of the Ministry shall not appear in media outlets in his/her job capacity except after obtaining permission from the competent authority in the Ministry.

  • During the media appearance, the employee is committed to the goals of this appearance as determined by the Department and in accordance with the vision and mission of the Ministry and its information policy.

  • The employee respects all health and practical measures taken by the Ministry in accordance with applicable policies and procedures.

  • The employee provides information impartially, neutrally and objectively without biasing the topics according to personal opinions.

  • The employee ensures to investigate honesty in conveying information, and to adhere to all approved laws and policies.

  • The employee is obliged not to exploit media appearances for advertising or material promotion or promoting his/her personal opinions.

  • The employee is committed to intellectual property rights, whether those of individuals or public, private and civil institutions, when appearing in the media.

  • During authorized media appearances, the employee is obliged to maintain patient secrets and not address topics of a political nature, or anything that would disrupt the Sultanate of Oman’s relations with other countries, or anything that would spread division in society or agitate public opinion in a negative way. It is also prohibited to make any statement of a sectarian or racist nature.

The Department is responsible for following up on the comments presented on these channels, responding to inquiries and messages, and detecting the most important remarks, in accordance with the following specifications:
•    The Department follows up on serious issues raised by the public through mass media and social media platforms that are related to the provided health services and the health system in general, and seeks, whenever appropriate, to contain the issues before reactions increase by clarifying the facts to the community, taking into account the following:
-Media appearance in such cases shall be through the Ministry's spokesman as much as possible.
-The method of publishing and responding is through electronic content within the official framework.
-The necessity to communicate interactively with the public while maintaining general tone.
-Ensure to purify the content from impurities by ignoring posts that may become irrelevant for one reason or another, or if the content represents a kind of transgression, insult, or is out of context and law.
-Delete any materials that would pose a threat to national or individual security, or constitute a violation of the privacy of others or offend them, or any comments that may contain transgression of a personal nature, or include inappropriate language.
•    The Department monitors constantly what is published about the Ministry of Health’s services through various media outlets. The Department is responsible for responding to and correcting any inaccuracies published about the Ministry in the same media outlet in order to preserve the reputation of the Ministry and its employees, in coordination with the relevant authorities. 
•    The Department has the right to amend personal articles sent by the Ministry’s employees from a journalistic standpoint, or to correct the information and statistics contained in these articles in a way that preserves its media message and the identity of its writers.
