As part of the national initiative to develop the healthcare system and enhance quality of life, Muscat Rehabilitation Centre, the main specialized facility in Oman to provide treatment and rehabilitation services for individuals recovering from addiction, was officially opened today (Monday) in the Wilayat of Al Amerat.
The inauguration took place under the auspices of His Excellency Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat, with the presence of H.E. Dr. Hilal Ali Al Sabti, Minister of Health, along with several distinguished officials and representatives from various relevant entities.
In his speech, Dr. Yousef Al-Farsi, Director General of Muscat Health, stated that the center represents a significant, advanced step towards enhancing the mental and social healthcare system in Oman. It focuses on providing an integrated package of specialized treatment and rehabilitation services for addiction recovery. The center offers a safe therapeutic environment and comprehensive programs based on a rigorous scientific approach aimed at building the individual’s capacity for positive change.
Dr. Al-Farsi explained that the center’s programs utilize the latest global methods and technologies in addiction recovery through a graduated treatment plan. This begins with a medically supervised detoxification phase, followed by a short-term rehabilitation phase focused on psychological support and strengthening self-stability. Finally, there is a long-term rehabilitation phase aimed at rebuilding a healthy and stable lifestyle, enabling individuals to integrate positively and effectively into the fabric of society.
“This approach seeks to provide real opportunities for a return to a normal, healthy life, thereby directly contributing to enhancing community safety and the psychological stability of society’s members,” he concluded.

Mohammed Ali Al Aghbari, PDO’s External Affairs, Government Relations and Communications Manager stated, “The launch of the Muscat Rehabilitation Centre represents an important step in advancing mental and behavioural healthcare services in Oman. We are proud of our partnership with the Ministry of Health and Al Jisr Foundation to deliver such an iconic project that supports the community while fulfilling our national responsibility and corporate values. PDO has worked to ensure the Centre meets national expectations and delivers meaningful social impact, in line with the goals of Oman Vision 2040.”
Jumana Al-Zadjali, Initiatives and Charitable Projects Officer at Al Jisr Foundation, highlighted in her speech that the Muscat Rehabilitation Center represents a significant milestone in advancing the treatment and rehabilitation system for addiction patients in the Sultanate of Oman. She described it as a progressive step toward building a healthier and more cohesive society.
Al-Zadjali emphasized that the center is the result of a comprehensive partnership between the public sector, private sector, and civil society, where roles have been harmonized and efforts united to achieve a noble goal. This goal is to serve a vital segment of the nation’s people who are in urgent need of support, rehabilitation, and safe reintegration into their families as healthy, restored individuals.
The Center offers a comprehensive range of services, including medical, psychological, social, physiotherapy, and vocational therapy. The center is equipped with the latest global technologies and practices in addiction recovery, aiming to reduce the negative impacts of addiction and support Oman’s broader efforts in combating substance abuse.
The Muscat Rehabilitation Center was funded in its first phase by Petroleum Development Oman (PDO) with an amount of OMR 2.5 million, while the second phase received funding from Al Jisr Foundation amounting to OMR 900,000. The total project cost reached OMR 3.4 million. The Ministry of Health provided full outfitting of the center, including furniture, medical devices, computers, and related equipment.
The establishment of the Muscat Rehabilitation Center comes in response to the growing need to expand the preventive, therapeutic, and rehabilitative services offered by the Ministry of Health to individuals struggling with addiction. The center also aims to provide essential aftercare services and support the reintegration of patients into society. This initiative reflects a collaborative effort among governmental, private, and civil society institutions to reduce stigma and strengthen community support for those affected.
Furthermore, the center represents a strategic step toward easing the burden on hospitals and reinforces the Sultanate’s commitment to achieving the goals of Oman Vision 2040 — particularly the vision of building a society with sustainable health and high-quality preventive and curative healthcare services.
The Muscat Rehabilitation Center comprises five inpatient wards with a total capacity of (130) beds, distributed as (96) beds for males and (34) beds for females. These wards include two detoxification units with a capacity of (20) beds for men and (10) beds for women, and two short-term rehabilitation units with (66) beds for males and (24) beds for females.
The center also includes a forensic medicine department for men with (10) beds designated for patients referred for compulsory treatment and rehabilitation from addiction. Additionally, the services of the Rehabilitation House Center have been integrated within the facility to provide a long-term rehabilitation program lasting seven months, with a capacity of up to 40 beds.
The center is further equipped with several supportive service facilities, including a reception and registration area, an examination department, and outpatient clinics comprising four clinical consultation rooms. There is a dedicated clinic for psychologists and another for social workers. The center also houses a laboratory, pharmacy, security building, a multipurpose hall, vocational training and craft workshops, and recreational facilities.
