The Under-Secretariat of the Ministry of Health for Administrative and Financial Affairs, along with other divisions within the Ministry, works to achieve the fundamental pillars of the health system, which include (financing, healthcare services, governance and leadership, health information systems, pharmaceuticals and medical technologies, and human resources). The Under-Secretariat provides qualified human resources in various specialties (administrative, financial, medical, paramedical, and technical) and others, and distributes them across all healthcare institutions and different divisions of the Ministry, while maintaining Omanization rates in accordance with the directives of the wise government. The Under-Secretariat oversees the execution of construction projects for new healthcare institutions across various governorates, according to their levels and specialties. It also works on maintaining and improving existing healthcare institutions, replacing and upgrading medical equipment, and performing necessary periodic maintenance across all healthcare facilities in accordance with the allocated financial budgets. The Under-Secretariat is focused on providing the stock of medical supplies, including pharmaceuticals and medical equipment, to meet the needs of hospitals and healthcare institutions through modern supply chains to ensure timely delivery and high-quality standards. The Under-Secretariat ensures the availability and sustainability of the financial resources needed for the Ministry's plans and requirements within the approved annual budgets and their details, including (current, developmental, and capital budgets). This is done in accordance with government budgeting rules, controlling expenditure methods, and following a clear methodology when issuing tenders and procurement processes to ensure transparency in line with the approved government financial systems, regulations, and laws. The Under-Secretariat aims to enhance the field of partnership and investment by empowering the Ministry of Health’s initiatives to improve spending efficiency, in collaboration and coordination with relevant authorities in the country.
