The Under-Secretariat of the Ministry of Health for Administrative and Financial Affairs, alongside other divisions within the Ministry, works to uphold the fundamental pillars of the health system, including financing, healthcare services, governance and leadership, health information systems, pharmaceuticals and medical technologies, and human resources. It ensures the provision of qualified human resources across various specialties—administrative, financial, medical, paramedical, and technical—distributing them efficiently across healthcare institutions and Ministry divisions while maintaining Omanization rates in line with government directives. Additionally, the Under-Secretariat oversees the execution of construction projects for new healthcare institutions across different governorates, ensuring they align with required levels and specialties. It also focuses on maintaining and improving existing healthcare institutions, upgrading medical equipment, and conducting periodic maintenance within allocated financial budgets. To meet the needs of hospitals and healthcare institutions, the Under-Secretariat ensures the availability of medical supplies, including pharmaceuticals and equipment, through modern supply chains that guarantee timely delivery and high-quality standards. Furthermore, it is responsible for securing and sustaining the financial resources necessary for the Ministry’s plans and operations within approved annual budgets, including current, developmental, and capital budgets, in compliance with government budgeting rules, expenditure controls, and transparent procurement processes. In alignment with national financial regulations and laws, it follows a clear methodology when issuing tenders to ensure accountability. The Under-Secretariat also seeks to enhance partnerships and investment by supporting Ministry initiatives aimed at improving spending efficiency through collaboration and coordination with relevant authorities across the country.
