Terms and Conditions
  • No healthcare staff member may be seconded to work in a private healthcare institution without the approval of the General Directorate of Private Health Institutions.
  • The duration of secondment, whether continuous or intermittent, shall be approved by the General Directorate of Private Health Institutions based on work requirements.
  • The categories of healthcare staff permitted for secondment to another healthcare institution shall be determined in accordance with the following regulations:
    • Medical categories: Specialist and consultant physicians in all specialties are permitted. General practitioners may be seconded in cases of severe shortage at the receiving healthcare institution, based on work needs or until full-time medical staff are appointed.
    • Allied medical categories: Secondment is permitted if the specialty of the allied healthcare professional is rare and difficult to obtain, or if the need for that specialty is non-permanent. In all cases, the decision on secondment rests with the competent authorities at the Directorate, which will determine approval based on an assessment of work conditions and needs.
  • Secondment of healthcare staff from the originating institution is not permitted if it results in a shortage or disruption in the provision of healthcare services there.
  • The private healthcare institution receiving the seconded staff must be properly equipped and licensed to provide the relevant healthcare services.
  • Secondment between private healthcare institutions is permitted within the same licensed commercial activity under a single commercial registration.
  • Secondment between private healthcare institutions is permitted within the same governorate or to another governorate if required by the need for that specialty.
  • The seconded healthcare staff must be covered by medical malpractice insurance, either by the originating institution or the receiving institution, and this must be stated in the designated form.
